This is an old Delta 1000 data gathering panel
It's a very economical panel. It connects to 40 points, 20 digital inputs and 20 analog points. The analog points can be programmed as digital points. You can have 40 points that you could monitor for alarms. Go and find a panel that can monitor 40 points cheaply.
The problem is the head end has to be a Delta 1000 processor. If someone could design a relatively inexpensive head end we would have a good monitoring system. I have lots of used. operational S1500s

Excel Classic
This is my favorite legacy system. It consists of a controller and attached input/output modules. What I like about this system is you can change the program on-line while the program is running. I programmed these panels for years, and developed many submodules. Not sure if there is still some controllers out there. The problem with this system you have to have a old Windows PC and a legacy APP like Excel Terminal to talk to it,
